A US representative is preparing to introduce legislation that would affirm that consumers who purchase video games own them outright, a response to the growing practice of publishers revoking access to titles buyers believed they had secured.
The bill targets the shift toward digital distribution, where purchases are often framed as long term licenses rather than outright sales. Under current arrangements, storefronts and publishers can remove games from user libraries, shut down servers required to play them, or delist titles entirely, leaving customers without the product they paid for.
Supporters argue the change is overdue. They point out that physical discs and cartridges can be resold, lent, or kept indefinitely, while digital purchases frequently carry restrictions that few buyers read or understand at checkout. The proposal would require clearer disclosure and establish that a completed purchase transfers ownership rights to the consumer.
Industry groups have previously warned that broad ownership mandates could complicate subscription services and licensing deals. The representative's office says the goal is not to dismantle those models but to prevent paying customers from losing access to content they bought in good faith. The bill is expected to face debate over enforcement and how it would apply to games that depend on online servers.
